18. Kars Müzesi’nde Yer Alan Urartu Ok Uçları

Gazi Academic View is an open access, peer-reviewed academic journal with printed and on-line versions. The Journal is published twice a year in Summer (June) and Winter (December) since 2007.

Gazi Academic View publishes original scientific articles on the fields of History and International Relations and aims to create an independent academic platform for scholars. Studies from other disciplines are also accepted for evaluation.

The authors are responsible for the thoughts and opinions stated in the published articles.

The languages of publication of the Journal are Turkish and English.

GABD, ağırlıklı olarak Tarih, alanlarındaki bilimsel yazıları yayınlayan, ayrıca; İktisadi ve İdari Bilimler, Siyaset Bilimi ve Uluslararası İlişkiler, Hukuk, İletişim Bilimleri alanlarındaki bilimsel çalışmalara da yer veren uluslararası hakemli bir dergidir.

Instruction for Authors

1. Language of publication is Turkish. However works written in English may also be published. Reductions to papers submitted to the journal are made by Vice Editors and the Editorial Board. The most recent edition of the spelling guide of Turkish Language Institution is taken into account for language use, punctuation and abbreviations. The texts submitted must be clear and understandable, and be in line with scientific criteria in terms of language and expression. The Spelling Guide and Turkish Dictionary are available at http://www.tdk.gov.tr.

2. The texts submitted to be published must be no longer than 20 pages including also the abstract and references.

3. The texts must be submitted together with the abstract no longer than 250 words in Turkish and English at the beginning of the paper, including also the Turkish and English headings for the paper, and with five key words in Turkish and in English. At the end of the articles in Turkish language, there will be a 500-600 word “Extended Abstract”.

4. Name of the author must be placed at the center in bold italics, in 10 type size; his/her title, place of duty and e-mail address must be indicated in the footnote with (*) in 8 type size. footnotes for other explanations must be provided both in the text and down the page in numbers.

5. The type character must be Times New Roman, 10 type size, line spacing single, footnotes in 8 type size and with single line spacing.

6. Articles which are not prepared according to above requirements, will be ignored.



B. Page Layout

1 Indentation must be, for the first line, 1, 25; spacing before must be 3 pt, after must be 3 pt, justified, and line spacing must be 1.

2. Page layout must be normal, page setup must be 5 cm from top, 5,5 cm from bottom, 4,5 cm from left, 4,5 cm from right, gutter 0, header 1.25 cm, footer 4,5 cm.

3. Sub-headings must be within three characters from the preceding heading.

4. Page numbers must be placed bottom right.

5. Following the first page, name of author must be provided on even numbered pages, and name of paper must be provided on odd numbered pages in 9 type size as headers.

1. Surname of the author shall be at the beginning with capital letters; name with small letters.

E. Principles to Abide By in Using of Documents, Tables, Figures and Graphics

1. Attachments (documents), shall be presented at the end of the text and down below shall be a brief information as to the content of the document and proper citation in line with the relevant criteria.

2. Other attachments (Table, Figure and Graphics) shall be presented as Additional Table: 1, Additional Graphic: 3 and Additional Figure: 7 if indicators other than the text are too many in number; attachments shall be presented after the REFERENCES. References to these attachments in the text shall absolutely be made as Additional Table:1, Additional Graphic: 3 or Additional Figure: 7. If citation has been made for table, figure, graphic or picture, resource shall absolutely be indicated.

Publication Ethics

Publishing processes implemented in Gazi Academic View form the basis for the development and distribution of information in a neutral and respected manner. The processes implemented in this direction are directly reflected in the quality of the work of the authors and the institutions supporting the authors. Blind-reviewed studies are studies that embody and support the scientific method. At this point, it is important that all stakeholders of the process (writers, readers, publishers, referees and editors) comply with the standards for ethical principles. All stakeholders are expected to have the following ethical responsibilities within the scope of Gazi Academic View publication ethics.

The ethical duties and responsibilities below have been prepared by considering the guidelines and policies published by the Committee on Publication Ethics (COPE) as open access.

Authors' Ethical Responsibilities

The author(s) who make submission to Gazi Academic View are expected to comply with the following ethical responsibilities:

The works submitted by the author(s) are expected to be original. If the author(s) benefit from other studies or use other studies, they must cite completely and accurately.

People who do not contribute to the content intellectually in the creation of the study should not be specified as a writer.

Aby situation or relationships that may constitute a conflict of interest, should be explained.

Raw data regarding the articles can be requested from the author(s) within the framework of the evaluation processes; In such a case, the author(s) should be ready to present the expected data and information to the editorial board.

The author(s) must have a document showing that they have the right to use the data, or that they obtained the consent of their experimental subjects.

In the event that the author(s) notices an error related to his/her submission in the evaluation phase, there is an obligation to inform the editor of the journal or the publisher, to cooperate with the editor in correction or withdrawal.

Authors cannot submit their works in more than one journal at the same time. Each application can be started following the completion of the previous application. The study published in another journal cannot be sent to Gazi Academic View.

Changes (such as adding author, changing author order, removing a writer) cannot be offered for a study whose evaluation process has started.

Editors' Ethical Duties and Responsibilities

Editors of Gazi Academic View should have the following ethical duties and responsibilities based on the guidelines of "COPE Code of Conduct and Best Practice Guidelines for Journal Editors" and "COPE Best Practice Guidelines for Journal Editors" published by the Committee on Publication Ethics (COPE) as open access.

General duties and responsibilities

Editors are responsible for every publication published in Gazi Academic View. In the context of this responsibility, editors have the following roles and obligations:

-To make efforts to meet the information needs of readers and writers,

-Continuous development of the journal,

-Carrying out processes to improve the quality of the works published in the journal,

-Supporting freedom of thought,

-Ensuring academic integrity,

-Continuing business processes without compromising intellectual property rights and ethical standards,

-Show clarity and transparency in terms of publication in matters requiring correction and explanation.



Relations with the reader



Editors should make decisions considering the knowledge, skills and experience expectations of all readers, researchers and practitioners. The reader should pay attention to the fact that the published studies contribute to the reader, researcher, practitioner and scientific literature and be original. In addition, editors are obliged to take into account feedback from readers, researchers and practitioners, and to provide descriptive and informative feedback.



Relationships with authors



The duties and responsibilities of the editors towards the authors are as follows:



-Editors should make a positive or negative decision based on the importance of the work, its original value, validity, clarity of the narration, and the goals and objectives of the journal.

-Editors should take the studies that are suitable for the scope of the publication to the preliminary evaluation stage, unless there is a serious problem.

-The editors should not ignore the positive reviews of the referees unless there is a serious problem with the work.

-New editors should not change the decisions made by the previous editor (s) for the work unless there is a serious problem.

-"Blind Review and Evaluation Process" must be published and editors must avoid any deviations that may occur in the defined processes.

Editors should publish a "Author's Guide", which contains detailed information on each topic expected by the authors. These guides should be updated at specific time intervals.

The authors should be provided with informative statements.



Relations with referees



The duties and responsibilities of the editors towards the referees are as follows:



-He/she must find the referees in accordance with the subject of the study.

-The referees are obliged to provide the information and guides they will need during the evaluation phase.

-He/she must observe whether there are conflicts of interest among the authors and reviewers.

-The information of the referees should be kept confidential during the review process.

-Encourage referees to evaluate working in an objective, scientific and objective language.

-He/she should evaluate the referees with certain criteria such as timely return and performance.

-Implement policies that increase the performance of the referees.

-Take steps to dynamically update the referee pool.

-He/she should prevent unkind and unscientific evaluations.

-He/she should take steps to make the referee pool to have a broad list of referees.



Relations with the editorial board



Editors should ensure that all editorial board members are involved in the processes in accordance with editorial policies and guidelines. The editorial board should be informed about the editorial policies and developments. The new editorial board members should be educated by the older members on journal policies and they should be provided with the information they needed.



In addition, editors;



-Should ensure that Editorial board members evaluate the works impartially and independently.

-Should appoint the new members of the editorial board from those who could make real contribution.

-Should only send these studies for evaluation that are appropriate for the field of education of the Members of editorial board.

-He/she should be in regular interaction with the editorial board.

-Organize meetings with the editorial board periodically for the development of editorial policies and the journal.



Relations with the journal owner and publisher



The relationship between editors and publisher is based on the principle of editorial independence.



Editorial and blind referee processes



Editors; The journal is obliged to implement the "Blind Review and Evaluation Process" policies included in its publication policies. In this context, editors ensure that the fair, impartial and timely evaluation process of each work is completed.



Quality assurance

Editors; are responsible for publishing every article published in the journal in accordance with journal publishing policies and international standards.



Protection of personal data



Editors; are obliged to ensure the protection of personal data related to the subjects or images included in the studies evaluated. Unless the explicit consent of the individuals used in the studies is documented, they are responsible for refusing to work. In addition, editor is responsible for protecting the individual data of the referees, authors and the readers.



Ethics committee, human and animal rights



Editor is obliged to ensure the protection of human and animal rights in the studies evaluated. The editor is responsible for rejecting the publishing of the article if there is no ethics committee approval.

Measure against possible abuse and misconduct

Editors; is obliged to take action against possible abuse and misconduct. In addition to conducting a rigorous and objective investigation about the identification and evaluation of complaints regarding this situation, sharing the findings on the subject is among the responsibilities of the editor.



Ensuring academic publication integrity



Editors should ensure that the judgments in the works that contain errors, inconsistency or misleading are corrected quickly.



Protection of intellectual property rights



Editors; It is responsible for protecting the intellectual property rights of all published articles and defending the rights of the journal and author (s) in case of possible violations. In addition, editors are obliged to take necessary precautions so that the content in all published articles does not violate the intellectual property rights of other publications.



Constructivism and openness to debate



Editors;



It should take into account the criticism of the works published in the journal and take a constructive attitude towards these criticisms.

It should allow the author (s) to respond to criticized works.

It should not ignore or exclude studies with negative results.

Complaints



Editor is obliged to carefully examine the complaints from the referee or readers and to respond in an illuminating and descriptive manner.



Political and Commercial Concerns



Journalists, publishers, and no other political and commercial factors affect the editorial decision making of editors.



Conflicts of interest



Editors should take into account conflicts of interest between the author (s), referees, and other editors, it ensures that work is completed independently and impartially.



Ethical Responsibilities of Referees



Evaluation of all studies with "Blind Referee" directly affects the quality of publication. This process provides confidence with the objective and independent evaluation of the publication. Gazi Academic View evaluation process is carried out with the principle of double blind peer review. The referees cannot contact the authors directly, the reviews and comments are conveyed through the journal management system. In this process, the review forms and the referee comments on the full texts are sent to the author (s) through the editor. In this context, the referees evaluating the study for Gazi Academic View are expected to have the following ethical responsibilities:



It should only agree to evaluate studies of its area of ​​expertise.

It should evaluate in neutrality and confidentiality.

If he thinks that he is facing a conflict of interest during the evaluation process, he should refuse to review the study and inform the journal editor.

In accordance with the principle of confidentiality, they should destroy the studies they have examined after the evaluation process. They can only use the final versions of the studies they have studied only after their publication.

He should make the assessment objectively only in relation to the content of the study. He/she should not allow gender, religious beliefs, political beliefs, nationality and commercial concerns to influence evaluation.

The assessment should be done in a constructive and gentle language. It should not make humiliating personal comments that include hostility, slander and insults.

They should perform the work they accepted the assessment on time and with the above ethical responsibilities.
